Timms Review of Personal Independence Payment (PIP) -Interim Report Summary
Introduction
The Timms Review is the UK Government’s first comprehensive review of Personal Independence Payment (PIP) since it was introduced in 2013. Published in July 2026, the interim report concludes that while PIP remains highly valued by disabled people and those with long-term health conditions, the current system is “no longer fit for purpose” and requires significant reform.
Key Findings
PIP is valued but not working as intended
The review found that PIP provides vital financial support towards the extra costs associated with disability and long-term health conditions. However, many people now rely on the benefit to meet basic living costs rather than solely disability-related expenses.
Assessment process is widely criticised
Evidence gathered from more than 38,000 responses highlighted widespread dissatisfaction with the assessment process. Many respondents described it as stressful, dehumanising, degrading and difficult to navigate, particularly for people with fluctuating, invisible or multiple conditions.
Society and disability needs have changed
The report notes that the nature of disability and long-term health conditions has evolved significantly since PIP was introduced. There has been substantial growth in claims, particularly among people with mental health conditions, neurodivergence and fluctuating conditions. The current system does not consistently reflect these changing needs.
Concerns about fairness and consistency
The review identified concerns around how eligibility is determined, whether assessments accurately reflect people’s daily experiences, and whether the system treats different groups fairly and consistently.

The review is focusing on four key themes:

- Eligibility, fairness and equity – how entitlement is assessed and awarded.
- Claimant experience – improving the application and assessment process.

The interim report does not make final recommendations. Instead, it sets out the evidence gathered so far and identifies the key issues requiring reform. The review team will continue engaging with disabled people, representative organisations, carers and experts before producing a final report and recommendations in autumn 2026.
